The State Government ordered complete overhaul of PHE, Irrigation and Flood Control Department, the Department has been renamed Jal Shakti Department.
Government has abolished the erstwhile 'State Water and Sanitation Mission under NRDWP( National Rural Drinking Water Mission) and constituted a new Jal Jeevan Mission with Apex Committee, Executive Committee and a Mission Directorate. The Administrative Secretary has been appointed as the Ex-officio Mission Director of the Jal Shakti while Special/Additional Secretary has been named Additional Mission Director of Jal Shakti. 

The Apex Committee of the Jal Jeevan Mission shall be headed by the Chief Secretary of the State and shall have 12 members including member of Ministry of Jal Shakti, government of India and a Professor of IIT, Jammu while the Apex Committee shall be headed by the Administrative Secretary/ Mission Director and shall have Chief Engineers of Jal Shakti Departments from Jammu and Kashmir as its members. The District level Committee of the Jal Shakti Department shall be headed by the concerned Deputy Commissioner and shall have Executive Engineers of Civil and Mechanical wings of Jal Shakti as its members. 

The Department shall also take Village level committees into confidence before making the proposed scheme for augmentation of water supply and shall coordinate with the Executive and Apex Committee for approval of the schemes and necessary funding.
